부산시민 공원은 무려 축구장 65배 크기의 대공원이다.
지금의 시민공원은 일제가 1930년 이곳 농민들을 몰아내고 대규모 경마장을 건설했던 곳이다. 경마장은 조선 총독부가 세수 확보와 군사용의 군마 사육이 목적 이었다.
1930년 11월 1일자 동아일보에 " 그 땅에 농사를 지어 호구해오던 소작농들이 생계 방도를 잃어버렸다." 는 기사가 실렸다. 경마장 담장 너머에 있던 서면공립보통학교(성지초등학교) 학부모들의 반대 항의도 무용지물 이었다.
중.일전쟁 후부터 이곳에 기마부대와 병참기지를 마련하고 전쟁터로 나가는 조선 젊은이들의 임시 훈련소로 사용했다. 해방과 함께 미국 극동기지사령부 산하의 부산기지사령부가 이를 접수하여 군수물자 보급창고로 쓰던 미군은 초대 사령관의 고향인 미국 플로리다주 하야리아를 부대 이름으로 붙였다. 하야리아는 인디안 원주민어로 ` 아름다운 초원 ` 이라는 뜻이다.
한국전쟁 당시 미국에서 이곳에 들어오는 오렌지 1개 값이 15원으로 근처 태화극장 영화입장료와 같았다고 한다. 이 부대에서 흘러나온 각종 군수품들이 도떼기시장 이나 깡통시장에서 암거래 되기도 했다.
그 뒤 부산시민들의 끈질긴 노력 끝에 1995년 부터 시작된 반환운동은 일제와 미군정을 지나 100년 만인 2014년 시민공원으로 거듭났다.
공원 설계를 국제 공모한 결과 ` 흐름과 쌓임의 충적지 ` 를 의미하는 얼루비움(Alluvium) 개념을 제안한 미국 조경건축가 제임스 코너작품이 당선되었다.
공원조성공사 과정에 이 일대에서 조개더미, 고분군, 성터 등이 발견되어 선사시대와 삼국시대, 그리고 조선시대 생활 유적지였다는 사실도 확인되었다.
부산시민공원은 시민들의 힐링 휴식을 위해 주변 아파트 담장을 없애고 건물의 높이를 제한 함으로써 접근성을 높이는 도심속의 파크시티로 자리 잡고 있다. 부산 속의 남의 땅이었던 하야리아 부대가 뉴욕의 센트럴파크처럼 부산의 허파 역할을 하는 도시고원으로 조성되어 가고 있다.
시민공원 안에 2천 석 규모의 클래식 전용 콘서트홀과 4백 석의 실내악 챔버홀을 갖춘 국제아트센터가 2023년 완공되어 부산으니 수준 높은 공연을 즐길 수 있는 종합문화도시가 되었다.
Busan Citizens Park is a huge public park—about the size of 65 soccer fields.
The site of today’s Busan Citizens Park was once a large horse-racing track built by the Japanese in 1930 after they evicted local farmers from the area. The purpose of the racecourse, constructed by the Government-General of Korea, was both to secure tax revenue and to raise military horses.
An article in the Dong-A Ilbo dated November 1, 1930 reported, “Tenant farmers who had cultivated the land to make a living lost their means of livelihood.” Even the protests of parents from Seomyeon Public Elementary School (now Seongji Elementary School), located just beyond the racecourse wall, were in vain.
After the outbreak of the Second Sino-Japanese War, the area became a cavalry base and logistics depot, and was used as a temporary training camp for young Koreans being sent to the battlefield. After liberation, the U.S. Far East Command’s Busan Base Command took over the site and used it as a supply depot. The U.S. military named the base “Hialeah,” after the hometown of its first commanding officer. In the language of the Native Americans, “Hialeah” means “beautiful prairie.”
During the Korean War, the price of a single orange imported from the United States to this area was 15 won, equal to the admission fee for a movie at the nearby Taehwa Theater. Various military goods flowing out of the base were traded on the black market at places like the flea market or the Tin Can Market.
After persistent efforts by the citizens of Busan, the movement to reclaim the land that began in 1995 finally succeeded, and after passing through the Japanese colonial period and the U.S. military administration, the area was reborn as Citizens Park in 2014—100 years later.
The city held an international competition for the park’s design, and the winning proposal was by American landscape architect James Corner, who introduced the concept of “Alluvium,” meaning a place of flow and accumulation. During the park construction, shell mounds, ancient tombs, and fortress ruins were discovered, confirming that the area had been inhabited since the prehistoric era, through the Three Kingdoms period, and into the Joseon dynasty.
Busan Citizens Park has become an urban park city that enhances access and provides healing space for citizens by removing the walls of surrounding apartment complexes and limiting building heights. Hialeah Base—once foreign land within Busan—has been transformed into a green urban plateau that serves as the city’s lungs, much like Central Park in New York.
Inside the park, the Busan International Arts Center, completed in 2023, features a 2,000-seat classical concert hall and a 400-seat chamber music hall, making Busan a comprehensive cultural city where high-quality performances can be enjoyed.
