Park Jae-hwan (2004; 2013) and the Institute for Everyday Studies for an Alternative Society (2012) analyze Busan’s identity as characterized by “exuberance and intensity,” “open inclusiveness,” “commoner-ness,” “frankness,” “resistance,” “loyalty (uiri),” “lack of calculation,” “practical field-oriented action,” and “collective unity.”
Based on these traits, they identify the temperament of Busan people as including: “open inclusiveness in the absence of rigid traditionalism,” “respect for loyalty in everyday life,” “a unified disposition that rejects distance between inner and outer selves,” “impatience and emotionality,” and “field-oriented pragmatism lacking meticulousness.”
As a peripheral city on the southeastern coast, Busan was historically more exposed to Japanese pirate raids than protected by the central dynasty. The straightforward way of thinking often attributed to Busan people is closely related to the city’s spatial characteristics. The terrain—backed by mountains and facing the sea (baesan-imhae)—creates roads that run in relatively direct lines toward the ocean. This spatial linearity is said to have fostered a sense of urgency and an emotionally direct, even hot-tempered disposition. Furthermore, the worldly (this-world-oriented) temperament marked by a lack of meticulousness is understood to derive from maritime characteristics. The rugged and unsophisticated nature of seafaring life reinforced a pragmatic, present-centered outlook.
In traditional Confucian occupational ideology, society was hierarchically divided into scholar, farmer, artisan, and merchant (sanŏnggongsang), with merchants regarded as the lowest. Within such a value system, Busan developed as a commercial city from the Joseon period onward, shaped by its geopolitical conditions. In this process, one can easily imagine the ambivalence Busan people must have felt. Neo-Confucian values, grounded in a settled agrarian society, were not entirely suited to regulate the life ethics of a port city where partings and reunions were routine.
Yet life flows on, and Busan people adapted, developing their own culture and temperament. In a commercial port city where constant departures and reunions intersect, loyalty—keeping one’s word and standing by others—may have emerged as the most valued regional virtue.
In a city where separation and reunion are normalized, words scattered into the air and careless remarks would be felt more painfully than elsewhere. Busan internalized the emptiness of hollow promises. In a commercial environment dominated by profit and calculation, the need for at least a minimal moral code would have been deeply felt. Thus, a civic temperament developed that values action over words, presence over absence, keeping over breaking, and meeting over leaving. Present commitments matter more than vague future promises. If Korean culture as a whole is relatively more this-world-oriented than otherworldly, Busan may represent its most vivid embodiment.
As a frontier city, Busan’s history has been marked by repeated crises without reliable protection. It suffered pirate raids, devastation during the Imjin War and the Jeongyu War, and long periods of marginalization as a place associated with rebellion or exile, except for a brief period in early Joseon when Sarim scholars advanced to central politics. Such historical experiences nurtured a rebellious spirit that became the primordial form of resistance.
With the forced opening of the port and the Japanese colonial period, Busan—being geographically closest to Japan—experienced intense Japanese migration, economic domination, and severe exploitation. Resistance and the struggle for independence thus became embedded in daily life. Even after liberation, Busan maintained fierce and sustained resistance against dictatorship and anti-democratic political structures. The city continues to be recognized as a source of civic resistance, where intolerance toward injustice has become habitual in everyday life.
In sum, the spirit of Busan—formed through historical turbulence and communal struggle—can be distilled into two core traits: loyalty and resistance.
As a maritime gateway, Busan has frequently faced invasions and external shocks, and for a long time remained marginalized from the central government. Yet it is also a place where hybrid cultures are familiar and natural. Loyalty can be understood as a socio-psychological response to the normalized experiences of separation in a commercial port city. Resistance, on the other hand, is a socio-organizational response to the frontier condition of vulnerability, exclusion, and invasion. These two traits are like two sides of the same coin. Pursuing loyalty necessitated resistance, and engaging in resistance required loyalty.
Loyalty in Busan is not an abstract Confucian virtue but a concrete everyday ethic that evolved into a social-psychological and practical value system. Resistance begins with a critical, antithetical judgment toward specific issues and develops into collective organizational action, eventually solidifying into patterned forms of collective behavior. To properly understand Busan people, one must grasp both the everyday-level temperament of loyalty and the organizational-level temperament of resistance in a multidimensional way.

Characteristics of Busan People
1. Busan people display a strong tendency toward collective unity rather than isolated individualism. The phrase “Uri-ga nam-iga?” (“Aren’t we one of us?”) has become almost symbolic of Busan’s identity. Even Jeong Yak-yong (Dasan) observed that people of the Yeongnam region “always converged into one opinion on important national matters and did not splinter into factions.”
Busan’s role as the provisional capital during the Korean War also made it Korea’s first practical social melting pot—something made possible by its historical background of collective resilience. Accustomed to collective modes of life, Busan citizens tend to prioritize inclusion over purely economic value.
The song “Busan Seagull” sung at Sajik Baseball Stadium is not merely a cheer but an expression of shared identity.
Repeated exposure to crises beyond human control can heighten oxytocin receptivity in the brain. Oxytocin enhances attachment to family and close community members and reduces tension. It also strengthens in-group cohesion. Shared historical crises thus foster solidarity within the “one-pot meal” community. However, behaviors perceived as deviating from this collective frame may invite strong criticism or sanction.
This tendency leads Busan people to embrace in-group members under the name of loyalty, often intervening generously—even intrusively. Yet it can also produce difficulties in maintaining appropriate social distance within the group.
The “one-pot meal” collectivism born of Busan’s unique historical experiences has been a source of the city’s distinctive warmth (jeong). However, in an increasingly individualized society, the collective values deeply inscribed in Busan’s temperament may need to evolve in new directions.
