6.25전쟁과 부산의 격동(2)The Korean War and Busan's Turbulent Years

 

1950년 6월 25일 새벽 북한군의 침략이 시작되자 이틀 후인 27일 우리 정부는 수도를 대전으로 옮겼으며, 7월 16일에는 대구로, 마침내 8월 16일 정부 기관들이 모두 부산으로 이전했다.

부산은 대한민국의 막다른 둥지였다. 중앙청이 서구 부민동의 경남도청에 먼저 자리를 잡았다. 1925년 도청이 진주에서 부산으로 옮기면서 신축한 경남도청은 1983년 창원으로 도청이 다시 옮겨감으로써 법원과 검찰청으로 사용되다가 법원종합청사가 거제동으로 이전하면서 동아대학교가 인수하여 석당박물관으로 거듭났다.

부산의 근대건축물 중 가장 규모가 큰 이 박물관 건물은 등록문화재 제41호로 지정되었다.

한편 대통령 집무실인 경무대는 부민동의 경남도지사 관사로 옮겨는데, 현재는 이곳에 임시수도기념관이 들어서 있다.

1926년에 완공된 붉은 벽돌의 2층 집은 이승만 대통령이 전란에 따른 중요한 정치와 외교 현안을 논의한 산실이기에 국가지정문화재 사적(史蹟)으로 지정되었다.

건물 정면에는 오랑캐에게 빼앗긴 땅을 회복하자는 의지를 담은 '사빈당(思邠堂)'이라는 현판이 걸려 있다. 중국에서 항일 군가를 작곡하고 가극도 연출한 음악인 독립운동가 한형석 선생의 글씨다. 임시수도 시절의 갖가지 생활모습이 조형물로 전시된 기념관에서는 학생들에게 피난 시절 천막 교실 체험학습 프로그램을 운영하고 있다.

사회부와 심계원, 문교부는 부산시청에 자리를 잡았고 상공부가 들어가 있던 토성동의 남선전기 경남지부는 오늘날 한전 중부산지사로 바뀌었다. 남선전기 사옥으로 통했던 이 상공부 청사는 4층 철근 콘크리트의 화강석 외벽에다 내부 계단은 인조대리석으로 꾸민 단아한 르네상스식 건물이다. 일제 강점기의 근대건축물 중에서 원형이 잘 보존되어 있어 등록문화재 제329호로 지정되어 있다. 교통부는 조금 떨어진 부산진구 범천동의 범내골 교차로 근처에 청사를 얻어 자리를 잡았기에 지금도 이곳을 교통부라고 부른다.

국회는 부산극장을 의사당으로 사용하다가 경남도청 체육관인 상무관으로 옮겼으며, 국회의원 사무실은 일제 강점기인 1944년 6월 남포동에 건립한 부산 최초의 3층짜리 아파트인 소화장(昭和莊)을 이용했다. 소화장은 인근 청풍장과 함께 일본인 주거시설이었으며 80년이 지난 오늘날까지 재건축을 하지 않고 그대로 사용할 정도로 튼튼하게 지은 건물이다.

중앙의 사법기관은 부산지방법원에, 검찰은 부산지방검찰청에 더부살이를 했다. 미(美)대사관이 부산 미국문화원으로 이전하는 것을 비롯하여 각국 외교관도 부산으로 옮겼다. 정부는 9.28수복을 맞아 잠시 서울로 환도했으나 1951년 1.4후퇴 때 다시 부산으로 내려와 1953년 7월 27일 휴전협정 때까지 부산에 신세를 졌다.

 

When the Korean War broke out at dawn on June 25, 1950, with the invasion by North Korean forces, the South Korean government relocated the capital to Daejeon on June 27. It moved again to Daegu on July 16, and finally, on August 16, all government agencies were transferred to Busan.

 

Busan became the Republic of Korea’s last refuge. The Central Government Office first settled in the former Gyeongnam Provincial Government building in Bumin-dong, Seo-gu. Originally constructed in 1925 when the provincial office was moved from Jinju to Busan, the building was later used as a court and prosecutor’s office after the provincial capital relocated to Changwon in 1983. When the court complex moved to Geoje-dong, Dong-A University took over the structure and transformed it into the Seokdang Museum. As the largest modern architectural structure in Busan, it has been designated Registered Cultural Property No. 41.

 

Meanwhile, the presidential office, Gyeongmudae, was relocated to the former residence of the Gyeongnam governor in Bumin-dong. Today, the site houses the Provisional Capital Memorial Hall. The two-story red-brick house, completed in 1926, served as the venue where President Syngman Rhee discussed critical political and diplomatic issues during the war. It has been designated a Historic Site. On the front of the building hangs a signboard reading “Sabindang (思邠堂),” expressing the will to recover territories taken by foreign aggressors. The calligraphy was written by Han Hyeong-seok, a musician and independence activist who composed anti-Japanese military songs and directed operas in China. The memorial hall displays various scenes from daily life during the period when Busan served as the provisional capital and operates experiential learning programs, including tent classrooms that recreate wartime conditions for students.

 

The Ministry of Social Affairs, the Board of Audit, and the Ministry of Education occupied the Busan City Hall building. The Ministry of Commerce and Industry was housed in the former Namsun Electric Company’s Gyeongnam branch office in Toseong-dong, now the Korea Electric Power Corporation’s Central Busan Branch. This four-story reinforced concrete building, finished with a granite exterior and artificial marble staircases, is an elegant Renaissance-style structure. Well preserved among modern buildings from the Japanese colonial period, it has been designated Registered Cultural Property No. 329. The Ministry of Transportation established its offices near Beomnaegol Intersection in Beomcheon-dong, Busanjin-gu, and the area is still colloquially referred to as the “Ministry of Transportation.”

 

The National Assembly initially used the Busan Theater as its chamber before moving to Sangmugwan, the gymnasium of the former Gyeongnam Provincial Office. Lawmakers’ offices were located in Sohwajang (昭和莊), Busan’s first three-story apartment building, constructed in June 1944 in Nampo-dong during the Japanese colonial period. Together with the nearby Cheongpungjang, it had originally served as housing for Japanese residents. Even after 80 years, the building remains in use without reconstruction, testifying to its solid construction.

 

The central judiciary shared space with the Busan District Court, while prosecutors operated within the Busan District Prosecutors’ Office. The U.S. Embassy relocated to the Busan American Cultural Center, and foreign diplomatic missions also moved to Busan. Although the government briefly returned to Seoul following the September 28 Recapture of Seoul, it retreated again to Busan after the January 4 Retreat in 1951 and remained there until the Armistice Agreement was signed on July 27, 1953.
